If the Mayor authorizes an expenditure pursuant to section 101 of this title, the Mayor, pursuant to subchapter I of Chapter 5 of Title 2 shall issue rules to implement the provisions of this title, which shall include the eligibility and termination criteria required by § 4-773.02(a)
