The Department of Employment Services shall prepare and submit to the Mayor and Council, annually, a report of this chapter’s economic impact on the private sector. Among other things, the Department of Employment Services shall obtain a sample of statistics on District businesses to determine:

Effect of Amendments
The 2014 amendment by D.C. Law 20-89 deleted “with the posting requirements” following “businesses” in (1).
Applicability
Section 7008 of D.C. Law 21-160 repealed § 14 of D.C. Law 21-143 . Therefore the changes made to this section by D.C. Law 21-143 have been given effect.
Applicability of D.C. Law 21-143 : § 14 of D.C. Law 21-143 provided that the change made to this section by § 7 of D.C. Law 21-143 is subject to the inclusion of the law’s fiscal effect in an approved budget and financial plan. Therefore that amendment has not been given effect.

Applicability of D.C. Law 20-157 : Section 7 of D.C. Law 20-157 provided that the act shall apply as of October 1, 2014, and that the act shall apply to violations occurring after October 1, 2014.
Section 3 of D.C. Law 20-89 was repealed by D.C. Law 20-155 , § 7003, effective Feb. 26, 2015.
Applicability of D.C. Law 20-89 : Section 3 of D.C. Law 20-89 provided that the act shall apply upon the inclusion of its fiscal effect in an approved budget and financial plan, as certified by the Chief Financial Officer to the Budget Director of the Council in a certification published by the Council in the District of Columbia Register.
