The Bill was adopted on first and second readings on January 4, 2006, and February 7, 2006, respectively. Signed by the Mayor on February 27, 2006, it was assigned Act No. 16-289 and transmitted to both Houses of Congress for its review. D.C. Law 16-94 became effective on May 12, 2006.
