The Bill was adopted on first and second readings on December 6, 2005, and January 4, 2006, respectively. Signed by the Mayor on January 30, 2006, it was assigned Act No. 16-275 and transmitted to both Houses of Congress for its review. D.C. Law 16-89 became effective on April 4, 2006.
