The Bill was adopted on first and second readings on June 3, 1997, and July 1, 1997, respectively. Signed by the Mayor on July 18, 1997, it was assigned Act No. 12-144 and transmitted to both Houses of Congress for its review. D.C. Law 12-40 became effective on October 23, 1997.
